Balu lies in the north of Jiangsu province, on the broad, flat plain that stretches across this part of eastern China. On the map the town appears as a compact built-up area with a handful of main streets, surrounded by farmland divided into long rectangular plots. Roads run straight across the flat terrain, and the pattern changes little from one side of the sheet to the other.
Water is part of the structure too. Northern Jiangsu is crossed by rivers, canals and irrigation channels, and on a detailed map they appear as fine lines running between the fields, sometimes perfectly straight and sometimes following older, curving courses. Villages sit at regular intervals along the roads, each forming its own small cluster.
