Jōsō lies in southwestern Ibaraki Prefecture, on the flat Kanto Plain north of Tokyo. On a map, the city is defined by water: the Kinugawa River runs north to south through its centre, with the Kokaigawa River further east. Between them lies a patchwork of rice paddies, villages and small commercial areas, stitched together by roads and the Kanto Railway Jōsō Line.
The city was formed in 2006 when Mitsukaidō merged with the town of Ishige. In September 2015, heavy rain caused the Kinugawa to breach its levee here, flooding a large part of the city, an event that led to major reconstruction of the river's embankments and to a strong local focus on flood preparedness.
A Jōsō map poster shows a landscape organised around rivers and farmland, with settlements strung along roads and the railway.
