Ilagan sits in the Cagayan Valley in north-eastern Luzon, close to where the Ilagan River joins the Cagayan, the longest river in the Philippines. From above the water sets the terms. Wide channels, sandbars and river bends run past the town, and the compact centre stands on the land beside them, with farmland spreading out in every direction.
The city is the capital of Isabela province and covers an unusually large territory, much of it rural, reaching from the valley floor toward the Sierra Madre in the east. The main highway through the valley passes the city, and barangay roads fan out from it across rice and corn fields that make the area an important farming centre for the region.
