Shangmei is the seat of Xinhua County in central Hunan Province, China. The town lies along the Zi River, one of the main rivers of Hunan, in a region of hills and valleys. Xinhua County is known in the region for its landscape of mountains and terraced fields, and the town serves as its administrative and commercial centre.
