Bulan is a coastal municipality in Sorsogon, at the southern tip of Luzon in the Bicol Region. The town faces west across the water toward Ticao Island, and its map is shaped by the coast: a curved shoreline, a port area and a grid of streets reaching inland from the waterfront.

Fishing and sea trade have long been central to Bulan's life, and the port links it with the islands of Masbate province. Inland, the town gives way to coconut groves and farmland crossed by rural roads, with low hills rising in the distance and small rivers flowing down to the coast.
