Shibetsu sits on the eastern coast of Hokkaido, where the Shibetsu River flows into the Nemuro Strait. Across the water lies Kunashir island, visible on clear days. The town's streets follow a modest grid set back from the shore, a layout common to Hokkaido settlements that were laid out in the modern era rather than growing slowly from older villages.
Inland, the land opens onto the Konsen plateau, a region of dairy farms divided by long, straight windbreak forests. These tree belts form a vast rectilinear lattice, famous for being visible from space, and they give the countryside around Shibetsu a remarkably ordered look on any map. Rivers cut across it in slow, meandering lines.
